Kelly’s Army was an army of unemployed that was organized in San Francisco in 1914, an offshoot from the I.W.W. In the center group are, left to right, Chief of Police August Vollmer of Berkeley, Deputy Sheriff Jack Collier, Marshal Ed Carey of Emeryville, Chief of Police W. J. Petersen of Oakland (delivering the order), police Sergeant Schroeder, police Captain Thorwald Brown, police Captain Charles Bock and “General” (Charles T.) Kelly. Marshal Ed Carey would later become a leading target of Earl R. Warren’s campaign to clean up corruption in Emeryville.
